1. Community Pet Welfare Spotlight: Pet Retention During a Shelter Capacity Crisis
The current cats foundation weekly roundup focuses on one urgent question: How can Bay Area families keep their pets when money, housing, health, or shelter capacity creates pressure to surrender?
The first answer is simple. Ask for help early.
Oakland Animal Services requires Oakland residents to schedule an owner-surrender appointment by calling 510-535-5602 during business hours. The shelter may decline an animal when available space or staffing is insufficient. Do not arrive with a pet without calling first. Oakland Animal Services [1]
That policy reflects a larger capacity problem. Oakland Animal Services has reported rising intake alongside reduced staffing and budget pressure. Reporting by The Oaklandside and CBS San Francisco described a shelter operating beyond its stated capacity, with fewer resources available for daily care. The Oaklandside [2] CBS San Francisco [3]
The pressure is especially visible during kitten season. In California, kitten intake can remain high from spring into October. The Los Angeles Times reported that cat euthanasia at Los Angeles city shelters rose 32% in the first half of 2026. Kitten euthanasia rose 43% during the same period. Los Angeles Times [4]
Cost also shapes difficult decisions. A September 2, 2026 survey from the American Animal Hospital Association and Pawlicy Advisor found that veterinary professionals estimated about 13% of euthanasia decisions in their practices were financially driven. The figure reflects self-reported professional estimates, not a review of medical records. AAHA and Pawlicy Advisor coverage [5]
These facts do not mean that a guardian has failed. They show why support must come before surrender becomes the only visible option.
Food pantries can help a household get through a difficult month. Low-cost vaccination can prevent an illness from becoming an emergency. Behavior support can address litter-box problems, conflict between pets, or stress-related behavior. A veterinarian may also be able to discuss lower-cost treatment paths.
If you are worried about keeping your pet, gather your questions and contact a resource before the crisis becomes immediate. If you are helping someone else, offer practical support without judgment. A ride, a phone call, a bag of food, or help locating an appointment can protect the bond between a person and a beloved animal.

2. Resources for Pet Owners in Need
Joybound FoodShare Pantry
Location: Pittsburg area. Confirm the exact distribution location with Joybound before traveling.
Eligibility: Contra Costa County residents. Distribution is first come, first served.
Cost: Free pet food. Bring a bag.
Hours: Saturday, October 10, 8 to 11 a.m.

East Bay SPCA Pet Food Pantry
Location: 8323 Baldwin Street, Oakland.
Eligibility: Alameda or Contra Costa County residents who can provide proof of financial need. Pets must be spayed or neutered and vaccinated.
Cost: Free food for eligible households.
Hours: Tuesday, October 20, noon to 2 p.m.
Contact/registration: Registration runs October 12 through October 16, or until the program is full. Register through the East Bay SPCA pantry page. [7]
Berkeley Humane Pet Food Pantry
Location: 936 Carleton Street, Berkeley.
Eligibility: Open to the public. The pantry does not provide food for feral colony caretakers.
Cost: Free. Distribution is first come, first served.
Hours: Sunday, October 4, 10 a.m. to noon. No appointment is required.

Contra Costa Humane Society AniMeals
Location: Pittsburg on Thursday, October 22, at 655 California Avenue, and Martinez on Friday, October 23, at 1301 Alhambra Avenue.
Eligibility: Low-income families and seniors in Contra Costa County.
Cost: Free supplemental pet food, while supplies last.
Hours: Pittsburg, 2 to 3 p.m. on October 22. Martinez, noon to 1 p.m. on October 23.

Next distribution to confirm: Pets In Need lists a monthly Pet Pantry at the Ecumenical Hunger Program, 2411 Pulgas Avenue, East Palo Alto. 3. Emergency and Crisis Support
Lucas Fire Animal Evacuation Shelter
Location: Lake County Fairgrounds, Fritch Hall, 401 Martin Street, Lakeport. Small animals are housed in a separate area. Livestock should enter through the Estep Drive gate.
Eligibility: Animals evacuated because of the Lucas Fire.
Cost: No cost is listed for shelter access. Owners remain responsible for ongoing animal care.
Hours: Shelter operations can change with fire conditions and official orders.
Contact/registration: Monitor CAL FIRE’s Lucas Fire page and Lake County emergency channels. Bring food, medication, carriers, leashes, and veterinary records. [11]
Check Pet Food Recalls Before Feeding
The FDA lists a recall involving Northwest Naturals Frozen Chicken Recipe, 2-pound bag, Lot B-5, Best By 01/26/2028, UPC 087316384956. The recall concerns potential Salmonella and/or Listeria contamination. Go Raw, LLC, which does business as Steve's Real Food, has an active stop-sale on all Quest Cat Food products and an expanded voluntary recall of certain Quest and Steve's Real Food freeze-dried chicken recipes because of potentially low thiamine, or vitamin B1. Affected lots include Quest Cat Food Chicken Recipe Freeze-Dried Nuggets (10 oz, lot C25288, best by 10/15/2027), Quest Cat Food Chicken Recipe Frozen Diet (2 lb, lots MCD25350 and MCC25321), and Steve's Real Food Chicken Recipe Freeze-Dried Nuggets (20 oz, lot C26022, best by 1/22/2028). Stop feeding a product that matches a recalled lot. Check the FDA database and follow the manufacturer’s disposal or refund instructions.
4. Community Cat and Rescue Initiatives
San Francisco SPCA Community Cats
Location: 201 Alabama Street, San Francisco.
Eligibility: Free TNR, or trap-neuter-return, for community cats from San Francisco County. Services for cats outside the county may be available at a reduced cost.
Cost: Free for San Francisco community cats. Outside-county fees may apply.
Hours: Appointments are available Tuesday through Saturday. Trap rentals are generally available Tuesday through Saturday, 11 a.m. to 4 p.m., with a refundable deposit.

TNR means humanely trapping free-roaming cats, sterilizing them, and returning them to their original outdoor location. Spay and neuter prevents future litters and supports healthier, more stable colonies.
San Jose TNR
San Jose Animal Care and Services serves community cats from San José, Saratoga, Cupertino, and Milpitas. Appointments are available on Mondays, appointment-based as of August 17, 2026, and Thursdays through an online request process. Humane trap loans are also available with refundable deposits of $50 for a small trap and $75 for a large trap. Review the official San Jose TNR page for current instructions. [14]
Ripon Ordinance Update
The Ripon City Council sent a proposed public-property animal-feeding ordinance back to staff for revisions after advocates raised concerns about its effect on TNR. KCRA reported that a revised proposal was expected in about 30 days. The ordinance was not enacted as originally proposed at that meeting. KCRA [15]

Champions for Pet Health Weekend
Location: Twelve Bay Area locations across seven counties.
Eligibility: Pet guardians must follow the requirements of the participating site.
Cost: Free spay/neuter, vaccines, microchips, and other listed wellness services.
Hours: Friday through Sunday, September 25 through September 27.
Contact/registration: Spay/neuter surgeries require appointments. Wellness drop-in rules vary by location. Review the Maddie’s Fund event page.
